In the beginning, there is Elsie who happens to be an orphan and has spent her childhood on the streets. The world in which she lives has wizards in it and she is also one of them but she is not allowed to do magic officially because she is not licensed. She is not in the category that casts the spells rather she is the one who can break the spells. She breaks the spells that are cast on ordinary human beings who try to help the innocent.
Somehow Elsie knows about the stories of Robin Hood and she likes that kind of man. Then she meets Bacchus Kelsey one day who happens to be a wizard too. He catches Elsie breaking a spell and she promises to help him if he does not arrest her.
The bargain proves to be successful for both of them because Elsie helps Bacchus to break the spells that have been troubling the people of the town. There happens to be another issue in the state i.e someone has been killing the wizards for some unknown reason and Elsie is the one who can find out the reason.
