We see everyone struggling in The Cartel 4 and The Cartel 6 but here the foundation is re-laid by the new generation. Carter II never wanted to come to Miami for a power show and his father also wanted him to stay away from the family business but circumstances just forced him. So Carter II along with Mo comes back to the city to retake all of it which belongs to them now.
But along with the power of the cartel, the boy also gets the rivalry of all the enemies which his father has created for the family during his lifetime. Authors Ashley and JaQuavis put the responsibility of the cartel on young shoulders in the eighth part and shows that the two are determined.
They want to take things back to the position they once were when the Diamond family was feared all over Miami. But if they fail in achieving their dream it would be the end of their reign over the underworld. L. Steven Taylor gets hold of the story very nicely in this second book which he narrates, he has surely understood the needs of the novel better this time.
